Likewise, this depends on what kind your car or SUV has. Generally, though, either the lights dimming or flickering, or them having obviously gone out. A halogen bulb, for instance, you should replace every couple of years. An LED bulb, on the other hand, you should change if its electronics fail. An HID/Xenon bulb, replace every few years.
